Florida industry export

Florida utility and waste service companies by county

The export covers utilities and waste service companies registered in Florida, defined by NAICS 2022 (22, 562). For scale: 7,606 businesses in Florida per the U.S. Census Bureau, County Business Patterns 2023 + Nonemployer Statistics 2024: 2,955 with employees in 2023 and 4,651 without employees in 2024; that is official statistics. Our Florida database is active, but per-industry record counts are still being compiled. Say whether you need utilities, waste haulers, recyclers or remediation firms, and whether municipal operators should be added from the local government industry.

Data as of October 15, 2026. Industry size: U.S. Census Bureau, County Business Patterns 2023 + Nonemployer Statistics 2024: businesses with paid employees (CBP 2023, establishments, NAICS 2017 codes 22, 562) plus businesses without paid employees (NES 2024, NAICS 2022 codes 22, 562); not our dataset. Statewide figure for all industries: Florida Department of State, Division of Corporations, Yearly Statistics, as of July 8, 2026; not our dataset. NAICS titles: 22 Utilities; 562 Waste Management and Remediation Services (U.S. Census Bureau).

What the industry covers in Florida

The industry combines NAICS sector 22, Utilities (electric power generation, transmission and distribution, natural gas distribution, water, sewage and other systems), with NAICS subsector 562, Waste Management and Remediation Services (waste collection, treatment and disposal, remediation, materials recovery and septic services).

In Florida, part of this industry is not private. Electricity, water or sewer service may be provided by a city, a county, a special district or an electric cooperative. Units of government are not business entities and are generally not found in the state corporate registry.

The planned export for this industry therefore concentrates on registered businesses: investor-owned utilities, private water and wastewater companies, cooperatives organized as corporations, waste haulers, recyclers, septic contractors and remediation firms. If you also need municipal utilities, combine the request with Local Government and Public Institutions.

A large operator may serve many counties from one principal address. A county filter by principal address will therefore miss operators that serve a county from elsewhere.

Contact coverage: our expectation

Our expectation, which is an assumption and not a finding from data: A utility typically publishes a customer service number, which is of little use for B2B contact. We expect haulers, recyclers and septic firms to publish ordinary office numbers. Per-industry contact counts are still being compiled; once measured, they will replace this note.

Example of a request

We are looking for waste collection, recycling and septic service companies with a principal address in Polk, Lake and Marion counties, to offer them fleet telematics. Municipal departments should not be included. Please state what you can deliver, the price and the as-of date of the data.

This is an example only, not a promise of a record count.

Official statistics

A small industry: utilities and waste services in figures

By number of businesses, this is one of the smaller industries on this website. County Business Patterns excludes most government establishments, so municipal utility departments are not in these statistics.

NAICS 22: 3,217 businesses
Utilities. 1,136 with employees (CBP 2023) + 2,081 without employees (NES 2024)
NAICS 562: 4,389 businesses

NAICS 5629: 891 businesses

NAICS 5622: 178 businesses
Waste Treatment and Disposal (landfills, incinerators). 178 with employees (CBP 2023); no matching NES figure

Counties with the most businesses (CBP + NES)

Miami-Dade (1,173), Broward (679), Palm Beach (515), Hillsborough (482), Orange (445). Figures for all 67 counties are in the table Florida businesses by county.

Sources: U.S. Census Bureau, County Business Patterns 2023; U.S. Census Bureau, Nonemployer Statistics 2024 (methodology). Each row adds establishments with paid employees (County Business Patterns 2023, NAICS 2017) and businesses without paid employees (Nonemployer Statistics 2024, NAICS 2022, which leaves out businesses with less than $1,000 in receipts except in construction). These are Census Bureau statistics, not counts from our dataset.

Who regulates utilities and waste companies in Florida

Florida Public Service Commission

The commission has jurisdiction to regulate and supervise each public utility with respect to its rates and service (Fla. Stat. § 366.04). For water and wastewater, Chapter 367 gives the commission exclusive jurisdiction over each utility with respect to its authority, service and rates (Fla. Stat. § 367.011); which systems fall under the chapter depends on its definitions and exemptions.

Department of Environmental Protection

A solid waste management facility may not be operated, constructed, expanded or closed without a valid permit issued by the Department of Environmental Protection (Fla. Stat. § 403.707). The permit belongs to a facility, the corporate record to the company that runs it.

Septic tank contractors

No one may hold themselves out as a septic tank contractor in Florida without being registered under Chapter 489, Part III (Fla. Stat. § 489.552). Septic pumping is classified in NAICS 562991, so these firms belong to this industry rather than to construction.

Municipal and district utilities

City utility departments and utility special districts are units of government. We plan to list them under local government, from official lists of local governments, not from the corporate registry.

FAQ

Questions about utility and waste company data

Not in this industry. Public utilities are planned as part of Local Government and Public Institutions, because they are units of government, not registered businesses.

That is the plan: by NAICS code, for example 5621 Waste Collection or 5629 Remediation and Other Waste Management Services.

A cooperative organized as a corporation files with the Division of Corporations like other corporations and is then within the planned scope. A municipal electric utility is part of a city government and is not.

Because the Census figures show comparatively few businesses in these NAICS codes, and because part of the service is provided by local governments. A list of everyone who delivers water or collects waste in a county needs both this industry and the local government list.

The size of the industry in Florida is 7,606 businesses in Florida per the U.S. Census Bureau, County Business Patterns 2023 + Nonemployer Statistics 2024: 2,955 with employees in 2023 and 4,651 without employees in 2024 (source); that is the official market scale, not a count of our delivered records. Our per-industry record count is still being compiled; contact us for the current count for Utilities and Waste Services. For orientation: Active business entities registered with the Florida Division of Corporations (corporations, limited liability companies, partnerships and trusts) – 4,129,182 as of July 8, 2026 (Florida Department of State, Division of Corporations, Yearly Statistics). That figure covers all industries and counts registered entities whether or not they operate. The Census figures on this page give a sense of scale for Utilities and Waste Services.

Federal law does not require prior consent for commercial email to businesses, but every message must comply with the CAN-SPAM Act (FTC compliance guide); sales calls and texts are restricted more tightly by federal rules and by Fla. Stat. § 501.059. An export contains no consent. Our data is not screened against any do-not-call list, including the National Do Not Call Registry and the Florida Do Not Call list. How Fla. Stat. § 501.059(4) applies to business records that include phone numbers is a question for an attorney, and no Florida dataset with phone numbers will be released until that question is resolved. The compliance of a campaign is your responsibility. The rules are explained in Cold outreach rules in Florida; this is not legal advice.

From public sources: corporate filings of the Florida Division of Corporations (Sunbiz), the license and registration records named on this page and the companies' own websites (sources and methodology). The file is a UTF-8 CSV or, on request, XLSX or JSON; a sample with fictitious businesses shows the 15 columns.
